The platform encourages users to actively participate in community governance through the incentive mechanism of TCP Tokens. Users holding TCP Tokens will gain governance voting rights, allowing them to vote on key decisions related to the platform’s development direction, economic policies, event planning, and more. Additionally, we have established a contribution-based reward system, where users can earn token rewards for engaging in proposals, voting, and review processes. Users can also enhance their community status by providing valuable feedback and suggestions. The decentralized governance structure of the platform ensures that every user has a voice in community development, preventing excessive control by a single decision-making entity over the platform’s future.

**2.Community Voting Mechanism for User-Generated Content**

For User-Generated Content (UGC), Tom Cat Park enhances creator participation and content quality through a community voting mechanism. The platform will establish awards, such as the "Content Creation Award," based on the user’s creative activity and the quality of their works, allowing community members to vote on outstanding pieces. Every community member has the opportunity to vote for their favorite works, with voting weight linked to the amount of TCP Tokens held by the user, ensuring fairness and representativeness in governance. At the same time, the community voting mechanism fosters closer interactions between creators and audiences, enhancing transparency and fairness in the creative process. Through this democratic voting method, the platform ensures that each creator's efforts are duly recognized and rewarded, thereby inspiring broader creativity and innovation.

Tom Cat Park’s decentralized governance system is built around the TCP Token, designed to empower community members through a decentralized decision-making process. This ensures that decisions regarding the platform’s direction, policy execution, and resource allocation are transparent, fair, and maximally engage the creativity and participation of the community. We are committed to establishing a democratic, flexible, and efficient ecosystem through decentralized governance, where every community member plays a key role in the platform’s governance.

**1.Decision-Making Rights of TCP Token Holders**

As the core token of Tom Cat Park, TCP Token is not only a medium of exchange within the platform but also serves as the foundation for governance and a tool for user participation in decision-making. TCP Token holders have voting rights in platform governance, enabling them to voice their opinions on a wide range of key decisions, including but not limited to platform feature updates, economic model adjustments, changes in community rules, and proposal reviews. To ensure that each holder's voting power has meaningful influence, the platform implements a weighted voting mechanism based on both the amount and duration of token holdings. That is, the more TCP Tokens a user holds, the greater their voting power in governance decisions. Furthermore, long-term token holders will gain more governance influence, which fosters the platform's long-term stability and development.

Through this incentive mechanism, Tom Cat Park not only attracts more users to participate in platform governance but also ensures that governance decisions reflect the true needs of users and the community consensus. This decentralized decision-making approach prevents the concentration of power in a single decision-maker, promoting healthy growth of the platform through diverse and constructive discussions.

**2. Community Proposal Process**

Tom Cat Park encourages community members to actively participate in the platform's proposals and improvements, realizing the platform’s development and innovation through the community proposal mechanism. Any user holding TCP Tokens can initiate a proposal, and the proposal's approval is determined through community voting. Proposals can cover various aspects such as platform feature innovation, economic system adjustments, and the organization of community events. To ensure the quality and effectiveness of proposals, we have established a clear proposal process and review mechanism.

The basic steps of the proposal process are as follows:

l Proposal Submission: Users holding TCP Tokens can submit suggestions or plans related to platform development via the proposal tool provided by the platform. The proposal should include clear goals, expected impacts, implementation plans, and relevant risk analyses to ensure the proposal's feasibility and rationality.

l Proposal Review: All proposals will first be reviewed by the Tom Cat Park Proposal Review Committee. The committee is composed of community representatives, technical experts, and project team members, responsible for evaluating the feasibility of the proposal and its impact on the platform's ecosystem. If the proposal aligns with the platform's long-term development goals and community needs, the committee will approve it for the voting stage.

l Community Voting: Proposals that pass the review process will move on to the voting stage. All TCP Token holders can participate in the voting. Voting will be conducted using a weighted system, where users’ voting power corresponds to the amount of TCP Tokens they hold. Voting periods typically last one week, and results will be summarized at the end of this period.

l Execution of Results: If a proposal receives sufficient support (typically more than 60% of the votes), it will enter the execution phase. The platform will organize resources and coordinate teams to implement the changes or innovations proposed. Additionally, to ensure transparency in the governance process, the voting results and execution progress of all proposals will be publicly available, and community members can track the progress and impact at any time.

l Proposal Incentive Mechanism: To encourage community members to submit more valuable proposals, Tom Cat Park has set up a proposal reward mechanism. Successful proposals will reward the proposer with TCP Tokens, with the reward amount being linked to the proposal's impact and approval rate. Through this mechanism, we aim to motivate users to actively participate in platform innovation and governance, contributing to the continuous optimization of the ecosystem.
